AGP unearths illegal appointments in CDA costing Rs46.260m to exchequer

ISLAMABAD: The Auditor General of Pakistan (AGP) has unearthed illegal appointments/recruitments in Capital Development Authority (CDA) which cost the national exchequer Rs46.260 million.

The AGP in its report for the audit year 2016 pointed out that the civic body wasted 46.260 million rupees on irregular and illegal appointments.

The report said that in 2011 Finance Division had imposed a ban on recruitments but the Capital Development Authority (CDA) recruited 257 employees on daily wages as well on a contract basis from grade 1 to 17 in violation of rules and the ban on new hiring.

The report further added that the Human Resource Department (HRD) appointed 257 employees on daily wages basis from grade 1 to 17, in violation of the government policy. As per daily wages rules, the civic body can hire only Grade 1 to 4 employees on daily wages for only 89 days’ period and that to on need basis.

“The member finance during half year financial review pointed out to the CDA board to cut indiscriminate hiring of daily wages staff as the same is a huge burden on the authority’s exchequer and the CDA board member does not have the power to give approval to daily wages employees of BPS-17 & above,” and CDA didn’t consult the Establishment Division and Finance Division,” the report added.

Officials questioned the recruitment policy of the CDA as they pointed out that the civic agency’s total annual revenue is 5.1 billion against its expenditures of 12.8 billion.

The audit report declared the appointment of more than 200 employees from Grade 5-17 as illegal.

The AGP recommended that all these employees should be immediately terminated as CDA has no power to recruit employees of grade 5 and above without announcing it through public advertisement and recovery the amount paid to them.
