HRGP moves SHC to put names of K-Electric directors on ECL

KARACHI: Human Right Group of Pakistan (HRGP) on Tuesday moved Sindh High Court pleading it to issue directives to Federal government to put the names of Chairman K-Electric, CEO and all its director on Exit Control List so that they could not flee from the country.

Secretary General HRGP Khalid Shah has filed the application on behalf of the group. The civil miscellaneous application (CMA) has been filed in the already pending petition filed by Human Rights Group of Pakistan (HRGP) against K-Electric for its role and criminal negligence in ensuring uninterrupted power supply to the citizens, which aggravated the situation and led to suspension of water supply, contributing to the mass deaths of citizens during the last month heatwave.

The counsel of the petitioner has pleaded the court to issue directives to the Ministry of Interior to put the name of Chairman K-Electric Tabish Ghouhar, CEO Nayyer Hussain, directors  Kahlid Rafi, Syed Arshad Masood Zaidi, Frederic Sicre, Mubashir H Sheikh, Muhammad Tayyab Tarin, Omer Khan Lodhi, Shan A, Shary, Aziz Moolji, Noor Ahmed, Muhammad Zargham Eshq Khan and Sohail Akber Shah on ECL so that these could not escape from legal proceeding.

The petitioner has made Federation of Pakistan through Secretary, Ministry of Water and Power, Chairman National Electric and Power Authority, Government of Sindh through Chief Secretary, Secretary Health Sindh, Chairman, National Accountability Bureau, Karachi Water and Sewerage Board through Managing Director, K-Electric Limited through its Chief Executive Officer, Chairman Tabish Gauhar, and other as respondents.

The petitioner has pleaded the court to order constitution of a judicial commission to probe the mass deaths of citizens during the heatwave due to unavailability of electricity and water. It has further stated that majority of deaths out of 1267 in Karachi were caused by non-availability of electricity and water.

The petitioner has also pleaded the court to order K-Electric and other respondents to pay compensation amounting to Rs2.5 billions to the heirs of those died during the heatwave due to their criminal negligence.

During the previous hearing, the court had issued notices to the respondents, besides Deputy Advocate General Sindh and Additional Attorney General of Pakistan.
