ISLAMABAD: Under Tertiary Education Support Program (TESP) of World Bank, the Higher Education Commission HEC and provincial governments, directorates of education, provincial bureau of curriculum & training, the affiliating universities have agreed to undertake collaborative steps for improving quality standards of college education in Pakistan.
In this regard, an important meeting was held here at HEC Islamabad. Speaking on the occasion, Executive Director HEC, Prof. Dr. Mukhtar Ahmed said that college education is very important pillar of higher education in Pakistan and after 18th amendment; HEC is working closely with the provincial higher education departments to bring college education at par with international standards.
He also assured that HEC is always ready to provide every sort of possible facilitation and assistance to bring quality in the college education. He also emphasized over the dire need of joining hands among the provincial higher education departments and the concerned affiliated universities to develop joint strategy in this regard.
Earlier, Mr. Farman Ullah Anjum Director General Academics HEC in his welcome remarks informed that through this innovative and first sort of activity 800 college administrators are being trained over the period of three year. He also informed that the program is aimed at enchanting the standard of education in affiliated colleges and to identify those colleges which meet the minimum quality standards as prescribed by HEC.
The meeting was attended by Ms. Farah Hamid Secretary Higher Education Department KPK, Dr. S. Mahmood Raza Coordinator World Bank, Dr. Parveen Shah Vice Chancellor Shah Abdul Latif University Khairpur , Mr. Irtaza Ameer Naqvi Deputy Secretary Higher Education Department Govt. of the Punjab Lahore, , Mr. Nasir Ansar Director General Colleges Govt. of Sindh, Dr. Syed Muhammad Arif Director Quality Assurance Division University of Balochistan Quetta, Mr. Qasim Marwat Director Higher Education Department KPK, Prof. Dr. Mujeeb Rehman University of Peshawar and other HEC officials.
The participants of the meeting appreciated the joint efforts of HEC and World Bank and hoped that program will go a long way to improving the quality of higher education in the colleges.
The World Bank has agreed to support HEC‘s Medium Term Development Framework-II (MTDF-II) for the year 2011-15 through Tertiary Education Support Program (TESP). For effective execution of the programme, implementation modalities have also been agreed and Government of Pakistan and World Bank signed an agreement in 2011.
Under this agreement, the success of execution would be measured through key performance indicators (KPI) including 10 disbursement linked indicators (DLIs). Among these DLIs, the fourth one relates to improving quality of college education.
Through this new program, during first year of execution, 100 degree colleges on the basis of provincial quota would be selected for capacity building in the fields of academic and financial management. In addition, theme based training programs would also be offered to the principals and teaching faculty of the colleges.
The purpose of the training program is to train them for international examination and assessment best practices, as these colleges are likely to follow semester system. HEC is implementing this program by involving all the relevant stakeholders i.e designated colleges, directorates of education, provincial bureau of curriculum & training, the affiliating universities and provincial education departments.
