Islamabad: The Chairperson Higher Education Commission HEC, Dr. Javaid R. Laghari has declared today’s office orders of postings/transfers of various HEC officers made Mr. Qamar Zaman Ch. Secretary Ministry of Education & Trainings, null and void.
The chairperson HEC through a letter informed that the Commission has already decided that the Establishment Division does not have the jurisdiction to appoint the Executive Director of the HEC. As per Section-11(1) of the HEC Act, only the Commission has the authority to appoint the Executive Director. The Notification by the Establishment Division, therefore, has no legal basis.
He also informed that under Section 11(1) of the HEC Act, the Commission has already granted 4 year tenure as Executive Director to Dr. Sohail H. Naqvi w.e.f. 16.9.2012. He further directed all HEC employees to follow Section-11(2) of the HEC Act to implement the decision of the commission.
