Quetta: With extremely deteriorated education standard in restive province, public universities have not produced a single PHD degree holder for last six years.
Official sources privy to the matter linked this failure in producing Ph.Ds with implementation of Model University Ordinance.
In Balochistan, 1996 Act was terminated and was replaced with Model University Ordinance which has badly affected the higher education standard in the province.
Two newly made universities lacks facilities forcing Baloch students to migrate for education in other provinces.
Official sources said that the model ordinance was introduced by the previous government. “It had put students in troubles and resulting in 100 percent reduction in number of students at Ph.D and the M.Phill level.”
“Supreme court had ordered the government in 2007 that if it government wanted to further implement the ordinance then it should present the ordinance in provincial assembly and got unanimous approval for it; otherwise this ordinance would be annulled automatically.”
The sources said that the ordinance was not presented in assembly for the approval but still implemented despite the Supreme Court decision.
Before the implementation of the bill, Balochistan University was on 11th number in Higher Education Commission (HEC) ranking but now it’s on 55th number.
The government claims that it has built five new universities in the province. But in actual total number of universities in Balochistan are five.
Three out of the total universities including Bolan Medical University, University of Balochistan and Balochistan engineering university are old universities.
The two other universities, Balochistan University of Information Technology and Management Sciences and Sardar Bahadur Khan Women University, were built by the last government.
Talking about it, HEC’s Dr Suhail Naqvi admitted that no Ph.D was produced but many M.Phil students were pursuing the degree.
