Srinagar: The Indian administered Kashmir’s Legislative Assembly will not discuss the resolution seeking clemency for alleged parliament attack convict, Mohammad Afzal Guru during the budget session starting from February 23.
The independent legislator of North Kashmir’s Langate constituency, Sheikh Abdur Rasheed, had introduced the resolution seeking clemency for Afzal Guru during the autumn session of Assembly last year. However, owing to turmoil in the House, the resolution could not be discussed.
The legislator is contemplating to introduce fresh resolution seeking amnesty for Afzal Guru during budget session of Assembly, which begins on February 23. He has already hinted about it during in press statements.
However, Assembly Speaker Mohammad Akbar Lone has said the resolution would not be admitted again.
“Once a resolution gets debated, rejected or lapsed in the Assembly, a member cannot raise it up again. The legislator is barred from bringing this resolution back to the House as it has lapsed. If he still submits the resolution on the same issue, it will not be admitted as per the law of the Assembly,” Lone said.
It is pertinent to mention here that in September last year, the Assembly Secretariat had admitted the controversial resolution but it could not be taken for debate owing to turmoil in the Assembly on some other issue.
The opposition PDP had supported the resolution seeking clemency for Afzal Guru, prime accused in 2002 Indian parliament attack. He has been awarded a death sentence by India’s Supreme Court.
However, Jammu based legislators and members of Congress have opposed the move to introduce resolution seeking clemency for Afzal Guru. “It will be against the national interests,” they had said.
